New Library Cards
Patrons must have a library card to check out material and can apply for a card at any of the library’s locations. Cards are available for individuals of all ages.
Patrons of the WCPL can use their library card at more than 30 libraries in Northeast Ohio through CLEVNET, a group of libraries linked by an automation system owned and operated by the Cleveland Public Library.
Applicants 18 years of age or older must present identification with a permanent mailing address. A driver’s license, checkbook, and school identification are some examples of acceptable identification. If the patron cannot present identification with a permanent mailing address, and they provide another form of identification, a library card can be issued with a two-item limit.
A parent or legal guardian must present identification and sign a library card application for any minor child. The child must accompany the adult at the time the application is made. The signer is responsible for all materials borrowed on the child’s card.
The Wayne County Public Library does not serve in loco parentis (in place of parents). It is both the right and the responsibility of parents and guardians to monitor what their children read, view or listen to while in the library and to monitor what their minor children borrow from the library.
Library Cards – Delinquency
If a patron has $10.00 or more in fines on his/her Wayne County Public card, the computer will not allow any materials to be checked out.
If a patron has 10 or more overdue items on his/her Wayne County Public Library card, the computer will not allow any materials to be checked out.
If a patron has 99 items on his/her Wayne County Public Library card, the computer will not allow any additional materials to be checked out.
Replacement Cards
If a library card is lost or stolen, please report it immediately. Patrons are responsible for items checked out on their missing cards until the card is reported missing. To replace a lost or stolen card, patrons must present identification. There is a .50 charge for a single wallet card replacement, and .75 charge for the combo pack; which includes a wallet and key chain card.
Lost or Stolen Cards
If a registered Library patron’s card is lost, missing or stolen, the patron is required to report the missing card immediately to the main library Circulation Department, any WCPL branch library or bookmobile. The report may be made in person, by telephone, fax, email or similar method. When a report of a lost, missing or stolen card is reported, then WCPL staff will immediately block the card so that it can no longer be used to borrow books or other library materials. WCPL prefers that patrons provide written notification that a card needs to be blocked. A copy of the signed form will be provided for the patron.
Any items borrowed before the report is made are the responsibility of the patron.
After a card is reported missing or stolen, any items checked out on the card will not be the responsibility of the patron.
Patrons who report a lost, missing or stolen card will be charged a fee for a new card.
If a patron loses a card, but does not report the card lost, missing or stolen, and the card is misused by another person, then the patron is responsible for all items falsely borrowed.
If a patron owes money for non-returned items due to theft, the patron may request that an amount in excess of $100 be waived by the Library. The patron must request a waiver in writing and include a copy of a police report and a letter indicating whether there is coverage from any insurance policy. The branch or department manager involved will make a recommendation to the Director who will respond to the patron in writing. The Library reserves the right to limit the amount and number of waivers given.
Checking Out
Each patron is required to have a library card for checking out materials at the Wayne County Public Library.
Loan Periods
All adult and children’s materials may be checked out for three weeks, except for DVD’s, videocassettes, art prints and kits which have varied loan periods. Books and audio materials may be checked out for longer vacation loans; however, loan periods depend on the materials requested.
Teacher loans are for five weeks with no renewals.
Phone and On-line Renewals
Patrons may renew materials owned by Wayne County Public Library for up to two additional three-week loan periods, as long as there is not an outstanding request on the materials. The exception to this at this time would be videos, DVDs, teacher loans, kits and art prints. Renewal of interlibrary loan materials depends upon the participating library. Renewal of “express” materials will vary. Some libraries do not permit renewals, some CLEVNET libraries have unlimited.

Reserved Materials
Reserved materials are held behind the Circulation desk for one week. Patrons are alerted of reserved materials by phone, email, or postcard. The title of the book will only be given to the patron who has reserved the material. The Wayne County Public Library’s policy is to protect the privacy of each patron. Any family member or friend can pick up reserves for another, as long as they have the card in hand that was used to place the reserve.
Overdue and Lost Materials
A notice is sent for overdue materials when materials are one week overdue. If the materials are not returned after 42 days, a final notice (bill) is sent to the patron.
If the cost of material is more than $25.00 and the materials are not returned or payment received within an additional 21 days, the Wayne County Public Library will turn the patron over to a collection agency (Unique Manage Services, Inc.) in attempt to retrieve the material or payment of material.
Payment of lost materials owned by the Wayne County Public Library can be handled at the main library, any of the branch locations or at any Clevnet library. When payment of a lost material has been received and the material is found within six months of the due date and returned to any Wayne County Public Library location or any other Clevnet library, the patron will be reimbursed the cost of the item minus a one-dollar service charge. Bookmobile items are reimbursed within one year of the due date.
