Borrower Registration

Persons who reside, own property, work, or attend school in Ohio are eligible, with proper identification, to register for a Wayne County Public Library card.

To receive a full access library card with borrowing privileges, the patron must present an acceptable form of ID and verification of current address. A card with limited borrowing privileges may be issued without verification of current address (see Temporary Card Policy.)

Acceptable forms of proof include:

  • Driver’s license
  • State or Federal ID
  • Passport
  • Concealed Carry ID
  • Work ID
  • Student ID
  • Credit Card with photo
  • US Military ID
  • Personal checkbook, in lieu of a photo ID, for those in the community with a sincerely held religious belief prohibiting the taking of a photograph

If address verification is needed, the following may be used:

  • Personal checkbook
  • Current year car registration
  • U.S. mail postmarked within the last 14 days
  • Current month’s utility bill
  • Lease or bank documents dated within the past 3 months

For eCards:

  • Valid email address

Temporary residents of the Wayne County Public Library district are eligible to obtain a full access library card with an expiration date based on length of stay. 

The following information is required:

  1. Valid identification such as a driver’s license, student ID (see list above)
  2. Written proof of temporary Ohio address: lease, current college identification, etc.
  3. Permanent address and phone number

 

Library Card Types

The Library offers several types of library cards based on eligibility requirements:

Full Access

Full Access library cards are good at all locations of the Wayne County Public Library system and at any CLEVNET consortium member library.  These cards may be used to borrow library materials and to access downloadable resources and premium databases available through the Library’s website.

To receive a full access library card, patrons ages18 and over, must present valid identification with a permanent mailing address.  Examples of acceptable forms of identification include: current driver’s license, state or school identification.  If the patron cannot present identification with a permanent mailing address but can provide another form of identification, a temporary library card may be issued with a two-item limit. See Temporary Library Card.

Minors applying for a full access library card must have a parent or legal guardian show proper identification. The parent or legal guardian is responsible for the appropriateness of materials used by the child, including electronic information, and for payment of charges incurred with the card.  The child must be present when the card is signed. 

When a minor turns 18 years old, the patron, now an adult, will need to fill out a new registration form and show proof of address.  Any outstanding fines or fees on the existing account are the sole responsibility of the parent or legal guardian who signed for responsibility for the card. 

An adult whose own card is blocked may not sign for new cards for children.   Similarly, when an adult’s library card is no longer in good standing, all accounts for which the adult signed responsibility for may be moved into the same status as the adult’s card until the issues are resolved and the account returns to good standing.

Limited Access/Three For Me Card

Three For Me cards provide limited access to those who cannot sign for legal or financial responsibility for a full access library card.  These cards may be used to check out three print items as well as provide access to eBooks, downloadable resources and premium databases available through the Library’s website.  A child or an adult who cannot sign for legal or financial responsibility may have a Three For Me card in addition to their full access card. No ID, or parent or legal guardian signature, is needed. The applicant must know their first and last name, date of birth, address and phone number. These cards may only be used at Wayne County Public Library locations to obtain materials owned by Wayne County Public Library.  

Items checked out on Three For Me cards will not accrue overdue fines.  Lost and Damaged fees will apply.  Lost and damaged items will remain on the account until the items are paid for. 

There are three types of 3 For Me Library Cards:

Juvenile: 

  • Minors, under the age of 14
  • Limited to three juvenile print items owned by Wayne County Public Library

Teen:

  • Minors, ages 14 to 17
  • Limited to three print items, any reading level, owned by Wayne County Public Library

Adult:

  • Adults, ages 18 and over, who cannot legally sign for financial responsibility
  • Limited to three print items, any reading level, owned by Wayne County Public Library
